History

Since its inception in 1975, the Retail Council of Quebec (RCQ) has been committed to supporting and advocating for Quebec retailers. Over the years, the RCQ has adapted to market changes and the evolving needs of its members, becoming an influential and respected voice in the retail sector.

The Quebec Retail Council (CQCD) has a mission to represent, promote, and enhance the retail sector in Quebec. The organization’s goal is to develop ways to advance its members and the industry as a whole.

Establishing itself as the essential player in the retail ecosystem in Quebec and being recognized by all its members for its ability to provide innovative solutions to their strategic needs and challenges.

How do we fulfill our mission ?

The RCQ encompasses more than 5,000 commercial establishments and represents nearly 70% of the economic activity related to retail in Quebec. It is the spokesperson for the retail sector in Quebec.

It’s no wonder that governments and key industry players pay close attention to its positions! In fact, we catalyze the major issues of the sector. The RCQ’s leadership has a direct impact on government decisions that can have significant repercussions on its members.

In total, and thanks to the various interventions of the RCQ, more than half a billion dollars are directly returned to the retail sector. A direct and tangible contribution.

The added value of the RCQ : $500 Million per year for you

  • Progressive Increase in Minimum Wage : Following repeated interventions by the RCQ, the Quebec government has agreed to a gradual increase in the minimum wage. This initiative not only allows retailers ample time to prepare, but has also saved more than $368 million.
  • Payroll Tax : The RCQ has been advocating for years, leading to a reduction in the payroll tax by the Quebec government, resulting in a $38 million gain. Efforts in this area continue.
  • SME Income Tax : The RCQ successfully lobbied for a reduction in SME income tax, translating into $28 million in savings.
  • Cross-Border Trade : The RCQ has been fighting against fiscal inequality with the rise of online commerce. The Quebec government now requires merchants from other provinces to collect and remit sales taxes, enhancing competitiveness and avoiding price hikes, representing $25 million for the industry. The battle continues against cross-border e-commerce inequities.
  • Deferred Tax Increase : The RCQ convinced the Quebec government not to increase the sales tax by 1%, which would have reduced consumer spending power. The avoided sales decline and maintained competitiveness represent over $25 million for the sector.
  • Digital Transformation for Retailers : The Digital Transformation program managed by the RCQ has invested $4.6 million in support services for 1,300 retail SMEs across Quebec. This initiative has significantly increased online sales for many participating retailers.
  • Financing and Tax Credits : Following RCQ’s efforts, various government programs have been made accessible to the retail sector. The RCQ ensured the ESSOR financing program by Investissement Québec and the IT integration tax credit applied to retail, resulting in over $5 million in gains. Further enhancements are under discussion.
  • Family Business Transfer : The RCQ successfully lobbied for tax relief on capital gains to facilitate intergenerational business transfers, resulting in over $3 million in gains.
  • Regulatory Relief : The RCQ has contributed to regulatory and administrative relief, saving over $2 million. A recent intervention recommends 17 additional relief measures currently being implemented, promising further gains.
